Pressure Increases for Disarmament of Hamas Following UN Vote

Pressure is intensifying on Hamas to disarm and relinquish control of Gaza following Israeli Prime Minister Benjamin Netanyahu‘s call for regional governments to collaborate with Israel in expelling the group. This development comes after the U.N. Security Council approved President Donald Trump‘s peace plan, which aims to reshape governance in the region.

On November 18, 2025, Netanyahu’s office announced the need to “end Hamas’ rule” over Gaza and expressed full support for the U.N. vote. The statement emphasized Israel’s commitment to working with the United States and other nations involved in Trump’s initiative. “We expect to receive all of the deceased hostages with no delay,” it stated, while outlining plans to disarm and demilitarize Gaza according to the proposed framework.

The Israeli government is reaching out to its neighbors, inviting them to normalize relations with Israel and unite against Hamas. The PM’s office reiterated, “Israel extends its hand in peace and prosperity to all of our neighbors,” highlighting a collective effort to eliminate Hamas and its supporters from the region.

A joint resolution by the 22-state Arab League, issued in July, called for Hamas to disarm. This resolution was supported by prominent mediators, including Egypt, Saudi Arabia, and Qatar, indicating a broader regional consensus on the issue.

Trump’s peace proposal envisions the establishment of an International Stabilization Force (ISF) that would assume governance from Hamas. The governance structure is designed to include a “Board of Peace,” featuring leadership roles for President Trump and former British Prime Minister Tony Blair.

According to White House Deputy Press Secretary Anna Kelly, the U.S. remains committed to a vision of a demilitarized, deradicalized, and prosperous Gaza that enjoys broad regional support. This aligns with the U.N. resolution adopted by the Security Council, indicating a significant international endorsement of the plan.
