Ramsey County Board Approves Urgent 8.25% Tax Levy Increase
UPDATE: The Ramsey County Board has just approved a critical 8.25% increase to the tax levy for 2026, significantly lower than the previously proposed 9.75%. This unanimous decision, made on December 12, also includes a reduced operating budget of $924,063,479 for 2026 and $962,473,868 for 2027, marking a sharp decrease from earlier proposals.
The board’s decision follows community feedback and reflects the financial realities affecting the county. Officials have cited rising costs, limited revenue growth, and an increasing demand for services as key factors driving this budgetary shift. County Manager Ling Becker emphasized the importance of these adjustments to maintain essential services amidst federal cost pressures.
“This budget reflects the reality,” said District 6 Commissioner Mai Chong Xiong, acknowledging the impact of federal shifts on the county’s safety net. The board’s choices aim to mitigate these pressures while fulfilling mandated services.
The new budget cuts include reductions to state-mandated burial assistance for low-income residents, community engagement funding for the Ramsey County Sheriff, and contributions to local historical societies. District 1 Commissioner Tara Jebens-Singh described these cuts as difficult but necessary, highlighting the community’s concerns over service reductions.
Approximately 46% of the county’s budget is funded through property taxes, and officials warn that ongoing uncertainties at both state and federal levels could further complicate future budgets. The county’s adjustments are a response to these pressures, with Becker noting that spending on non-profit partners constitutes only a small fraction of the overall budget.
Officials are committed to accountability, with Becker affirming that Ramsey County does not provide unrestricted donations to non-profits but funds them through contracts for specific services. Regular reviews ensure that taxpayer funds are utilized effectively and transparently.
