Police Identify Luis Francisco-Manzo Shot in South San Francisco

UPDATE: Authorities have identified the man shot by police during a confrontation in South San Francisco last week as 28-year-old Luis Francisco-Manzo. He is currently recovering in an area hospital following the incident that occurred on December 8, 2023, at approximately 5:10 a.m.

South San Francisco Police Department reports that officers were dispatched to the 900 block of Sandra Court after Francisco-Manzo’s mother expressed concerns about her son’s mental state, indicating he had taken drugs and was contemplating suicide. Upon arrival, officers were informed that Francisco-Manzo was armed with a knife.

Body-worn camera footage from the incident reveals a tense confrontation. Officers Brendan Hart and Martin Corona, who have eight and four-and-a-half years of experience respectively with the department, encountered Francisco-Manzo as he exited an apartment. Initially, he complied with commands to walk towards the officers but suddenly brandished a knife when he reached them.

The footage shows officers instructing Francisco-Manzo to drop the knife and deploying Tasers when he failed to comply. However, the Tasers did not incapacitate him. As Francisco-Manzo advanced towards the officers with the weapon raised, both Hart and Corona discharged their firearms, striking him. He collapsed immediately, and officers rendered medical aid until firefighters arrived to transport him to the hospital, where he was initially reported in critical condition.

The incident is currently under investigation by the San Mateo County District Attorney’s Office, raising questions about police response protocols in mental health crises.
