											UPDATE: A federal judge in Boston is currently deliberating whether to mandate the Trump administration to continue Supplemental Nutrition Assistance Program (SNAP) benefits amid the ongoing government shutdown. District Court Judge Indira Talwani expressed strong concerns over the potential suspension of food benefits that support approximately 42 million low-income Americans, stating, “You are not going to make everyone drop dead because it’s a political game someplace.”
During a preliminary hearing on October 26, 2023, Judge Talwani indicated her agreement with a coalition led by New York Attorney General Letitia James and 24 other Democratic states. They are demanding that federal officials utilize an emergency fund to ensure SNAP benefits remain available during this critical time. The judge challenged the U.S. Department of Agriculture (USDA)’s assertion that the government shutdown does not qualify as an emergency, highlighting the dire need for assistance among affected families.
“It’s hard to me to understand that this is not an emergency when there is no money and a lot of people are needing their SNAP benefits,” Talwani stated, underscoring the urgency of the situation. The USDA had previously announced plans to freeze SNAP payments due to funding lapses caused by the shutdown, which could impact millions relying on these essential benefits.
The SNAP program, which costs around $8 billion per month, is a critical component of the nation’s social safety net, with nearly 3 million individuals in New York state and 2 million in New York City depending on these benefits to purchase groceries each month. Judge Talwani suggested that if the federal government cannot fund the entire program, partial payments could be a viable solution. “The steps involve finding an equitable way of reducing benefits,” she remarked, stressing the need for practical solutions.
Despite the urgency, a government attorney cautioned that implementing partial SNAP payments would require states to recalibrate their systems, a process that could take weeks. The timeline for reloading the debit cards used by beneficiaries remains uncertain, adding additional pressure to the situation.
As the hearing progresses, the implications for millions of Americans hang in the balance. The judge’s ruling could come at any moment, potentially affecting the lives of those who rely on SNAP as a critical food source.
