Urgent Rise in Homelessness Referrals in East Lindsey Hits 468

BREAKING: East Lindsey District Council has reported a shocking surge in homelessness referrals, with a staggering 468 referrals for individuals sleeping rough in the past year. This urgent update reveals the growing crisis affecting vulnerable populations in the region, with an increase from 440 referrals for 362 people in the previous year, between April 2023 and March 2024.
During a committee meeting on October 14, 2025, officials confirmed that the number of referrals continues to rise, highlighting the severe challenges faced by the rough sleeping intervention team. Carol Rippin, team leader for the South and East Lincolnshire Councils Partnership, emphasized the critical situation, stating, “We have an increasing number of referrals and we also have challenges including the mobility of rough sleepers, vague information safety risks, and non-engagement.”
This alarming trend is compounded by the rising costs of housing, particularly impacting young people. Rippin pointed out, “The cost of living and universal credit limitations make housing unaffordable, especially for under-25-year-olds.” She noted that landlords are becoming increasingly selective, often preferring tenants who are employed, which leaves those on benefits struggling to find homes.
The emotional toll on these individuals is profound. Rippin described many as “lost to the system, lost to themselves and lost to their friends and family.” The council is working diligently to locate and support these individuals, sending teams out twice a week to engage with them.
In a hopeful note, the district council reported that 113 people were successfully assisted in finding accommodation between March 2024 and April 2025. The majority of these individuals moved into privately rented, social, or supported housing. Rippin stated, “We’re looking at preventing rough sleeping wherever possible, and wherever it does occur, it is rare, brief and non-recurrent.”
The council’s strategy encompasses a holistic approach, focusing on addiction, mental health, and re-offending, while emphasizing the importance of building trust with those in need. Strong partnerships with local councils, health services, and community organizations are crucial in tackling this growing crisis.
However, Rippin cautioned that not everyone is willing to accept help, stating that some individuals sleeping rough actively reject support. This complicates efforts to provide assistance, as outreach teams strive to connect with those who may not wish to engage.
With the number of homelessness referrals reaching alarming levels, the East Lindsey District Council is urging the community to take action. The situation calls for immediate attention and collaboration among local agencies, government bodies, and citizens alike. As this crisis unfolds, the need for compassion and effective solutions has never been more pressing.
As the council continues its efforts to combat homelessness, residents and stakeholders are encouraged to stay informed and consider how they can contribute to these vital initiatives.
