Vallejo Police Rescue Juvenile from Alleged Kidnapper Pimp

URGENT UPDATE: Vallejo police have successfully rescued a juvenile reported missing from Riverside County, who was being held and sexually exploited in a hotel. Officers detained the alleged kidnapper, Justen Allen Powell, 26, just outside the room in the 400 block of Fairgrounds Drive.

Authorities were alerted early this morning when a family member reported the juvenile’s location. Upon arrival, police quickly located the missing girl and initiated immediate questioning about her safety and the circumstances that led her to Vallejo. Records indicated she was “considered at high risk for sexual exploitation.”

Through rapid on-scene interviews and evidence collection, officers learned that the juvenile had met Powell in Southern California and had been transported across multiple locations, including Los Angeles, Fresno, and Richmond, before arriving in Vallejo. Investigators revealed shocking details that the girl had been subjected to sexual assault and was restricted from leaving due to intimidation and control.

The juvenile is now safe and in the custody of Solano County Child Protective Services. Powell, a convicted felon with a history of assault and gun crimes, has been arrested and booked into the Solano County Jail. He faces a series of serious felony charges, including pimping, pandering, corporal injuries to a child, false imprisonment with violence, kidnapping, and unlawful sexual intercourse with a minor.

Vallejo Police Chief Jason Ta emphasized the gravity of the situation, stating, “Human trafficking is a serious crime that affects communities throughout our region, and Vallejo is not immune.”
